The only problem with that is the E-4B kit has modified horizontal stabs (with antennae and associated tip bulges). Good if you're making a VC-25A or E-4B.
You would have to do a little bit of scraping and sanding to make it civilian. Not much work at all, but I'd guess it would be too much for some people.
